The age of consent for sexual activity is sixteen years for both males and females.

On 15 October 2014, in its first reading the Kyrgyzstan parliament voted 79-7 in favor of a law making it illegal to spread information about 'non-traditional sexual relations', with fines and up to a year in goal for doing so. LGBTI groups will also be banned and journalists who oppose the law will also face punishment. The law faces two more parliamentary stages before being sent to the President Almazbek Atambayev for signature [R1.3].

On 17 June 2014, a Kyrgyzstan human rights group passed a gay propaganda bill 4-3 in parliament that is similar to Russia's own anti-gay laws, making it unlawful to spread information about 'non-traditional sexual relations' in the former Soviet country and imposing punishments of fines and up to six months imprisonment [R1.2].

On 29 March 2014, it was reported that the Government had published a proposed bill that not only prohibits 'gay propaganda' but makes any statements that may 'create a positive attitude' towards 'non-traditional sexual relations' - whether or not it amounts to a criminal act under the law - punishable by up to one year in jail and a fine [R1.1].

In November 2011, reportedly new gender marker legislation, that does not require a formal document to be issued by a medical institution showing a medical intervention for transgender people to change their name and gender on identity papers, was signed, without objections, by 13 various Ministries of the Kyrgyz Republic. The decree is now on the Prime Minister's desk awaiting the final signature [R1.1].

In 1998, consensual sex between same-sex couples was decriminalised in Kyrgyzstan [R1.2].

On 11 December 2016, the Kyrgyzstan Central Election Commission reportedly said of the 42 per cent of eligible voters who cast ballots, 80 percent of voters backed amending the constitution to ban same-sex marriage and shift some presidential powers to the prime ministe [R1.1]

On 17 May 2017, it was reported that the Head of the Family and Child Protection Department of the Ministry of Labor and Social Development Janyl Jumabayeva told a press conference in Bishkek that the legislation of Kyrgyzstan does not allow same-sex couples to adopt children from Kyrgyzstan [R1.1].
