Consensual sex between same sex couples at age fifteen (15) is lawful [L1.1].


The Law on Suppression of the Kidnapping, Trafficking, and Exploitation of Human Beings Chaper 4, provides [L1.1]:

Article 8:

Any person who commits acts of debauchery involving a minor below 15 years old, even if there is consent from the concerned minor, or even if the person has bought such minor from someone else or from a pimp, shall be punished by ten (10) to twenty (20) years in prison. In case of repeat offenses, the maximum punishment term shall be applied [L1.1].

Courts & Tribunals

In November 2011, 20-year-old Phlong Srey Rann was reported to have been sentenced to four and a half years behind bars for having sex with her "underaged" girlfriend, her family allegedly having provided falsified documents to the court identifying their daughter as only 14 years old. A birth certificate and family book purportedly submitted to the employing factory and obtained by the Phnom Penh Post show that she was born on March 9, 1992, making her 19 at the time of Phlong Srey Rann's arrest [R2.1].

As at 26 July 1989, the Law on the Marriage and family. Chapter II. Conditions of Marriage provides:

Article 6. A marriage shall be prohibited as to:

a person whose sex is the same as the other [L1.3].


On 06 May 2013, it was reported that some local authorities in Kandal, Takeo, Prey Veng and Kampong Chhnang provinces give marriage certificates to lesbian couples who have lived together for long periods [R1.2].

In 2004, the King expressed support for same-sex marriage [R1.1]

In February 2009, new rules on foreign adoption in Cambodia will ban a range of foreigners from the process. Gay people, single people, those on a "low income" and those who already have two children will not be able to adopt [R1.1]
