National

Consensual sex between same sex couples is believed to be lawful at age eighteen (18) years [R1.1].

However, it has been reported that the age of consent for consensual sex between same-sex couples is different to that of opposite sex couples [R1.2].


Art. 1 law no 27/2001 established on 28/04/2001 relating to the protection against child abuse stipulates that:

"For the purpose of this law, a child is anybody aged below eighteen 18 years with the exception of what is provided for in other laws."

National

In January 2010, the Rwandan Government announced that an anti-gay measure suggested by a committee reviewing the country's criminal code will not become law [R1.1].

On 16 December 2009, the lower house of the Rwandan Parliament was expected to hold its final debate on a draft revision to Article 217 of the Penal Code that would, for the first time, make homosexuality a crime [R1.2].

Consensual sex between same-sex couples had never been criminalized [R1.3].
